Rising Through the Pandemic: How CQI has benefitted COVID-19 efforts across the province

The COVID-19 pandemic has generated a growing interest in and need for evidence-based tools to facilitate the implementation of emergency management strategies in public health practice. This interactive learning exchange will provide a platform for the sharing of knowledge, experiences, and lessons learned from implementing continuous quality improvement (CQI) initiatives in the public health system during COVID-19. The first segment of the session (60 minutes) will involve a summary of findings from a recent PHO scoping literature review regarding quality improvement in public health during the COVID-19 pandemic. Following this, panelists from three public health units in Ontario will share their experiences and lessons learned while implementing CQI initiatives over the last year, followed by a Q&A period. The second segment of the session (30 minutes) will involve a facilitated discussion period, where attendees can engage in continued conversation about this topic. 

The objectives of the webinar are to:  

  1. Discuss findings from a scoping review on quality improvement in public health emergency management during COVID-19;
  2. Compare experiences and lessons learned by local/regional public health units while implementing CQI initiatives during the COVID-19 pandemic; and
  3. Discuss challenges and opportunities for public health units related to implementing CQI during the COVID-19 pandemic.

Public Health Ontario

Dr. Yasmin Khan is an Emergency Preparedness Physician at Public Health Ontario and Assistant Professor in the Department of Medicine at the University of Toronto. Dr. Khan has completed a Doctor of Medicine at the University of Western Ontario, a Master of Public Health (Community Health and Epidemiology) at the University of Toronto, and an Emergency Medicine Fellowship at the University of Toronto. At Public Health Ontario, Dr. Khan’s work is focused on public health emergency preparedness (PHEP) and response, including performance measurement for PHEP, and methods and applications of Integrated Knowledge Translation for research in PHEP.

Brock University

Dr. Madelyn Law
 is an Associate Professor in the Department of Health Sciences at Brock University.  Dr. Law’s research and teaching is focused on organizational culture and change as it relates to the improvements of health services. She has collaborated with PHO on multiple projects and received numerous grants from, the Canadian Institutes for Health Research and other organizations to support the advancement of evidence-informed decision making in health services. Dr. Law is the founder and Director of the Interprofessional Education for Quality Improvement Program (I-EQUIP) which links students with community health organizations to develop and implement quality improvement projects.

Niagara Public Health

Lisa Cox is a Digital Engagement Advisor at Niagara Region Public Health. She has over 10 years of integrated marketing experience in both public and private sectors in Canada and the UK.

Sinéad McElhone (DPhil) is the Acting Director for Organizational and Foundational Standards at Niagara Region Public Health and leads a team of data, CQI & education, research & evaluation, project coordination, administrative and communications professionals. Previously she lead the informatics and analytics team at Niagara Region Public Health for a number of years.

Timiskaming Public Health

Kerry Schubert-Mackey is the Director of Community Health at the Timiskaming Health Unit and is currently also the Planning and Evaluation Lead for the Timiskaming Health Unit’s COVID-19 Incident Management System. Prior to her Director role, she managed a variety of public health programs over a seven year span. 

Adrienne Gullekson is a Research, Planning & Policy Analyst (RPPA) and the Evaluation Lead at the Timiskaming Health Unit.  Adrienne completed her Master of Public Health Degree from the University of Waterloo and began working as an RPPA in February of 2020.

Peel Public Health


Paul Sharma
 is currently the co-lead for the Region of Peel’s Mass Vaccination Program. He has also been the acting Incident Commander for the Region of Peel-Public Health’s Emergency Operation Centre and the Policy Lead for the Business Continuity Planning Team over the course of the COVID-19 pandemic. His role outside of COVID-19, is the Director of the Chronic Disease and Injury Prevention Division for the Region of Peel-Public Health.

Marvin Jawad is a Project Manager acting as a process expert in the Peel Region Mass Vaccination Program. He holds a Master’s degree in Total Quality Management and is a: Certified Six Sigma Black Belt (CSSBB), Certified Manager Quality/Operational Excellence (CMQ/OE) and Project Management Professional (PMP). Marvin has 20 years of process improvement experience in Canada and overseas.
