Sharing Experiences, Building Resilience for the Future: A Learning Exchange on After-Action Reviews

Learning and evaluation are essential elements for building a resilient public health system. After-action reviews (AARs) assess emergency responses and capture opportunities for improvement. This interactive learning exchange will share key findings from Public Health Ontario’s rapid review on AARs and provide a platform for three of Ontario’s public health units (PHUs) to share their experiences implementing AARs focused on COVID-19. The final segment of the session will involve a facilitated panel discussion, where presenters will answer questions to inform public health emergency preparedness for future responses.

Intended audience: Public health professionals working in different types of roles and levels of the system, specifically those from Ontario’s local PHUs

By the end of this session, participants will be able to:

  • Describe best practices for conducting AARs as part of public health emergency management;
  • Compare and contrast different approaches that can be used to conduct AARs;
  • Discuss barriers, facilitators, and strategies related to conducting AARs to support management of public health emergencies.

Presenter(s): Dr. Yasmin Khan, Nicole Stone, Nastassia McNair, MPH; Denise Hébert, RN MSc

Yasmin Khan, MD, MPH, FRCPC (she/her) is a Physician Lead in Health Protection at Public Health Ontario and an Associate Professor cross-appointed in the Department of Medicine and the Dalla Lana School of Public Health at the University of Toronto.

Nicole Stone is the Emergency Planner for Haldimand-Norfolk Health and Social Services. She has over 10 years of public health experience working in a variety of portfolios. She is a champion of quality improvement initiatives and as co-lead of Haldimand-Norfolk Health Unit’s COVID-19 After Action Review, she spearheaded efforts to assess their pandemic response and identify areas of improvement.

Nastassia McNair is the Manager of the Effective Public Health Practice Team at Public Health Sudbury & Districts. She is passionate about integrating evidence and quality improvement in her practice. Nastassia holds an Honors Bachelor of Science and a Master of Public Health. She joined Public Health Sudbury & Districts in 2014. Currently responsible for research, evaluation, and knowledge exchange, Nastassia contributes to excellence in practice by facilitating evidence-informed decision-making and leading systematic program planning. Through COVID-19, Nastassia played a leadership role in vaccine clinic planning, partner engagement, and an after-action debrief of the overall response.

Denise Hébert, RN MSc, is the Program Manager of Emergency Management at Ottawa Public Health. Her clinical areas of practice also include intervention with families experiencing complex psychosocial challenges, and perinatal and early childhood mental health. Practicing in public health for over 25 years, she has held leadership roles in managing the Healthy Babies, Healthy Children program, and during the pandemic response, the Homebound Immunization Unit and the COVID Case and Contact Management program. Denise has led numerous after-action reviews and the development of corrective action plans to refine strategies for future responses and build capacity through continuous quality improvement.

PHO Rounds are also approved by the Council of Professional Experience for professional development hours (PDHs) for members of the Canadian Institute of Public Health Inspectors (CIPHI).
